There have been cases of citizens suing police officers for lack of protection. In most instances, individuals lose the case, and they soon find out that law enforcement does not owe them personal protection. In a TED talk, Melvin Russell, a Baltimore Police Lt. Colonel, argues that sometimes civilians rely too much on the police.

He argues that there is no reason to call the law if the neighbor is playing loud music or if the neighbor’s dog does a number two in another person’s yard. It is not always the official law enforcement’s place to keep the peace or control citizens.

Arthur Devises a Plan To Catch the Thief

Arthur had decided to deal with the bandit himself, and we can’t blame him. He had skills he had picked up during his time in the military which he could use to catch the thief. As a Navy SEAL, Arthur had specialized in Unconventional Warfare and had undergone severe training that enabled him to carry out risky missions.

He also had hobbies and interests, and one of them was building booby traps and other devices. At first, he decided to use a Chinese finger snare to catch the porch shopper. Soon he abandoned this idea after deciding to teach the culprit a lesson.
